International exchange and cooperation

As global citizens

In efforts to promote exchanges between local citizens and foreign students or residents in Hokkaido, the Center works toward the realization that people in Hokkaido will have awareness as world citizens and foster a better global community.

1.Fureai (Friendly) Exchanges for Foreign Students

The Center invites foreign guests including students to various local events including events it cosponsors, to give them opportunities to experience local lifestyle, culture and industry, and to deepen exchanges with local people.


2.Dissemination of local information

To help foreign residents lead trouble-free and pleasant lives, the Center provides on its homepage information on life in Hokkaido, medical institutions where foreign languages are spoken, and international exchange facilities available for use free of charge.

Valuing ties between people

The Center works to promote internationalization in the region,in coordination with organizations for international exchanges or international cooperation (NGOs) in Hokkaido.

1.International exchange organizations' liaison conferences

The Center holds liaison and other conferences to exchange opinions with international exchange organizations in Hokkaido for the promotion of internationalization of the prefecture and to foster cooperation among the organizations.


2.Network of international cooperation organizations

The Center organizes gatherings for discussion with organizations promoting international cooperation activities in Hokkaido, and manages the Hokkaido International Cooperation Festa jointly with them, working for the formation of a network of organizations.

Making the most of Hokkaido International Centers

The Center manages Hokkaido International Centers (in Sapporo and Obihiro) established by Japan International Cooperation Agency as northern bases for training programs, to deal with increasingly sophisticated and diverse requests from developing countries for acceptance of participants throughout the year. It uses the facilities as a base in Hokkaido for activities of international exchange organizations and exchanges with local citizens.

1.Implementation of technical training courses

The Center runs training courses for technical participants coming to Hokkaido from developing countries.
These focus on technologies utilizing the special features of cold,snowy Hokkaido, as well as courses in line with emerging needs.

2.Supplementary programs

The Center conducts preparatory courses on daily life in Japan and the Japanese language,and other recreational activities such as sports,classes of Japanese culture,local gatherings,etc.
necessary for participants coming to Hokkaido for technical training, so that they may live trouble-free during their training period.
